The Unusual Chararcter That Lives In My Neighborhood!!!

there is this man that stays on the next block...to me he is very wierd n unique in his own little way..when i was younger they used to call him chester chester. now he is just the weird old man on the next block. He wears funny clothings which makes me laugh..in the winter he wears summer clothes n in the summer he wears winter clothes..i think he has his time of the years mixed up...if u ask me...
